Foreigners’ are generally reluctant to report a crime, usually due to a lack of evidence or complicated paperwork that discourages victims from filing official reports.
Failure to report the crime means that victims are unable to make insurance claims, although police are often wary of false claims, which is why the process is often stalled.
Addressing these concerns, Thanhnien News reports that the Ministry of Public Security is planning to create tourist police units around the country, although the proposal remains in the research and development stage and will be submitted to the government at a later date.
A police captain in Ho Chi Mihn City (HCMC) reported that thieves often check-in to hotels with false papers, and break-in to neighbouring rooms. This happens in all hotels, including five-star accommodation and internationally branded hotels, where managers have reported increasing incident rates since 2012. Hotel guests are not the only victims, as tour groups have reported a rise in bag snatching.
