Who’s paying for Kai Tak cruise terminal?

Taxpayers in Hong Kong could foot the bill for the construction of a long-awaited cruise terminal at the old Kai Tak Airport site because the private sector does not think it would be profitable.
The Standard said once completed, the facility should be handed over to a private operator with the necessary experience to run on a lease. According to the report, Secretary for Commerce and Economic Development Rita Lau Ng Wai-lan was quoted saying that a build-and-lease solution was one option being considered.
An alternative would be for public money to build part of the project – such as the construction site and facilities for the Immigration Department, police and quarantine. In July, the government announced it was retendering the Kai Tak cruise terminal development project.
