China National Tourism Administration (CNTA) director Shao Qiwei said the CNTA is cracking down on “zero-fee” package tours which are hurting the industry.
A zero-fee tour is a cheap travel package that charges tourists less than the basic cost of transportation, accommodation and attraction tickets. Agents then recoup losses by forcing group members to purchase goods at certain shops. Beginning last year, CNTA has been taking action to end the illegal “zero-fee” package tours.
