DGCA issues guidelines for real-time aircraft tracking

The Directorate General of Civil Aviation (DGCA) has issued guidelines for real-time aircraft tracking.
The new guidelines are applicable for all operators conducting passenger and cargo operations to track aircraft from departure to arrival.
The DGCA has issued the below instructions for compliance by scheduled passenger and cargo operators:
– Operators should use all suitable means to track all its aircraft engaged in the carriage of passengers and cargo from departure to arrival, so as to ensure real time tracking.
– Aircraft where in Aircraft Communications Addressing and Reporting System (ACARS) system is not available or disabled, operator must ensure real-time flight tracking using Automatic Dependent Surveillance Broadcast (ADS-B).
– Operators must ensure that ACARS or ADS-B are fully functional before every departure.
– Flight crew must not switch off the ACARS or ADS-B during the flight
– Areas where there is no coverage of ACARS or ADS-B, operator should devise a procedure for effective tracking of the aircraft. The flight crew should report the aircraft coordinates, speed and altitude at an interval of not exceeding 15 minutes.
The International Air Transport Association (IATA) has also set up a taskforce that will make recommendations by the end of year 2014, citing ways to track aircraft continuously.
