Halong Bay boat tragedy caused by "human error"

Human error was to blame for the sinking of a tourist boat in Halong Bay last week, Vietnamese police have said. The BBC reported a provincial police spokesperson as saying that a valve that allowed water to enter the boat to cool the engine had accidentally been left open overnight. The boat’s captain and a crew member have been arrested. The majority of the victims, which included a Vietnamese tour guide and tourists of several nationalities, were asleep in their cabins when the boat sank. Fifteen people were rescued.
