Urban railways for Vietnam cities

Vietnam’s Ministry ofPlanning and Investment has announced plans to build urban railway systems inthe country’s two key cities; Hanoiand Ho Chi Minh City (HCMC). Vietnam.net has reported that the twin projectswill both be complete by 2020 and will cost in the region of US$12.7 billion. Of that total, around US$7.3 billion will beassigned to the Hanoiproject, which will comprise three major and two branch monorail routestotalling 128km. Meanwhile in HCMC, the inner railway system will comprise sixunderground metro routes totalling 92km, plus a tram or monorail system atground level. The total investment needed for the combined HCMC network isestimated at US$5.5 billion.
The Ministry ofPlanning and Investment has admitted that such projects are not usuallyattractive to investors due to the huge investment required and the protractedlength of time needed for construction. As a result an application has beenmade for Official DevelopmentAssistance (ODA), with US$4.8billion worth of ODA so far committed to the rail projects - 48.3% of theestimated US$9.8 billion required.
