The Department of Culture and Tourism in Abu Dhabi has unveiled a new art customs duty waiver programme designed to attract global collectors and support the long-term placement and conservation of high-value artworks. This pioneering initiative, announced on 6 February 2026, is part of Abu Dhabi's broader cultural strategy to position the emirate as a leading destination for art preservation and exhibition.
The programme offers a unique framework for high-net-worth collectors and family offices, providing a secure environment for artworks valued from AED 10 million (US$2.72 million). It ensures due diligence, documented provenance, ownership transparency, and alignment with legal and compliance standards. Art brought into Abu Dhabi under this programme must remain for a minimum of three years, with a six-month export window offering flexibility to collectors.
A specialised committee of global experts will evaluate submissions to ensure they meet the programme's standards and align with Abu Dhabi's commitment to safeguarding cultural assets. This governance approach aims to reinforce transparency and responsible participation. Additionally, a dedicated digital portal will facilitate the submission of expressions of interest and provide access to programme details and advisory experts.
By offering a stable regulatory environment, Abu Dhabi seeks to support collectors in preserving their legacies whilst contributing to global cultural understanding. The initiative aligns with the emirate's long-term strategy to grow its cultural and creative industries and promote responsible cultural investment. Applications for the programme will open through the official digital portal, allowing collectors worldwide to begin the eligibility assessment process
