Korean budget airlines are excited by plans by Russian authorities to develop Vladivostok into an international hub with an open skies agreement. The agreement is not yet ratified and authorities in Seoul are waiting for their Korean counterparts to approve the open skies policy, reports the Korea Herald. Incheon and Korean carriers will benefit greatly from the move, as it will become a hub for low cost travel from Russia to Southeast Asia. Given the aircraft operated by low cost carriers, the limited flight radius will force airlines to use a southern terminal, such as Seoul, to connect flights. Domestic carriers also foresee large demand for low cost air travel from the region, boosted by a strong Russian expatriate population in the country.
